to start with - that game is a terrible (and really flawed) port. performance is all over the place and players even with a decent rig struggle to make it running without any spikes or lags - so no wonder you have random stutters
I am not sure Intel HD 620 is enough for that game to be true and I expect beyond subpar performance
aside from setting everything to low, also disable vsync - it seems that game has lots of issues with vsync being on
there is a well-known fix for a slower PCs that boosts FPS and mitigates some performance issues, worth a try too

Aside from that, take into account that SOME games downloaded "by other means" tend to tax your computer more than the "orthodox" downloads for several reasons.
I have a mediocre PC (i5, 2gb dedicated GPU) and this game runs fine for me (once I lowered the settings). No stuttering. But I've read some people with higher end computers that never found a solution.
By the way, I seem to have found a smoother way to run it. I tried "forcing" the game to use my GPU like I did for both Bloodrayne games and made a guide about it https://steamcommunity.com/sharedfiles/filedetails/?id=2299793914. It performs noticeably better, still kinda lag at times tho but nowhere near as bad as before.
