Siren bug in Episode 2

I'm on my first playthrough, currently doing Episode 2 with Claire, and I'm at the part where I have to turn off the siren in the bar. However, I can't turn if off, there's no button prompt! Things that I've tried so far are:

Reloading a checkpoint.
Relaunching the game.
Changing keybinds.
Uninstalling my one mod.
Verifying the integrity of my install files.
Uninstalling and reinstalling the game.

If anyone else encountered this bug, what did you do to fix it?

***SOLUTION FOUND***

In case you're from the future and have come across this bug, the only solution is to restart the episode from the beginning.

go on the bar upstairs white box on the wall
then click your action button

That's what I'm trying to do, but my game is bugged. Pressing the Action button does nothing, I don't even get the button prompt for it.

do you try to do this at button or at the box?
There is a box next to the lamp(its not button. it slamp)
