Stuck on Barry's Episode 3

I've gotten to the large warehouse in the mines and I know I'm supposed to put it on the conveyor belt directly across from the place where the power source is, but the problem is that the conveyor belt is totally static. Is there something I need to do to get it to move, if so, what is it? I am stuck and I cannot find the answer anywhere.

I believe there is a building next to that warehouse that turns on the belts (If I remember correctly it has a kind of control room setup with a switch).

Beyond a large house, with a black tentacle dragging a body in.
There are 2 houses behind. One house I think got a workbench. The other house has the power switch for conveyor belt.
Just examine all machines to see if press 'E' appears.

The control panel does not stand out from background, many players missed that.
