Thats the problem, the graphics card is probably not up to snuff, or worse yet, the PC didnt come with one as Intel prebuilds usually do.
Nvidia don't make computers spoon.
Metro is not a game to be run by potatos, very few PCs can get 60fps on this at it's max graphics, hell i can't even go near SSAA.

There's a guy with an i7,32GB of RAM and a Titan Black experiencing this problem as well as people who's games ran fine then one day it just happened out of the blue.Please don't assume you know whats wrong without understanding something properly,all you're doing is misleading others.
