Spartan mode has the digital watch for filter times and makes it slightly easier to sneak around, while also giving slightly more ammo/filter time per pickup.
Having played the original Metro 2033 a few times, I feel like the modes aren't too different in the Redux aside from the filter changes; most of the differences seem subtle. As long as you are careful with your ammo, you really don't suffer much from having lower drop rates in Survival.
At any rate, I'd recommend playing the game on Survival-Normal on the first playthrough. The Redux is actually slightly easier than the original game because of the way it handles a few things, so it shouldn't be too bad. That also gives you the fallback of switching to Spartan mode if things are too difficult.

Spartan is a better experience in last light.
some of the "tweaks" in survival are simply annoying. Nothing that anyone who can beat the game on spartan wouldn't be able to handle.
But definitely annoying.
