any known way to remove the dirty screen effect you get when looking at bright lights?

If you have your gas mask on then you can wipe it clean by pressing the gas mask button quickly.

Not the gas mask overlay, the fingerprints on the screen you get when you look at bright lights

No these are lens flare effects. I think these are DX 11 specific effects. Unsure if you can disable this.
