All damage is increased, health is decreased.

Yes, ALL damage is increased on HC. Some of the monsters get more HP or are more aggressive on Ranger, they are still more vulnerable than normal.

So in some regard it actually makes the game easier, because the monsters die faster from the bullets?

If you've ever played anything like Call of Duty or Battlefield in Hardcore mode, it's very similar to that. It does make it easier to kill enemies, but at the same time it makes it easier for the enemies to kill you. This means you will have to be more careful when facing certain enemies.

A problem with hardcore ranger I noticed is that sometimes I don't know what key to push or to do because of the total riddance of the UI.
But I do love how bullets are damaging as they are supposed too!

Yeah, it's best to play that after you've gotten yourself used to the controls in an easier difficulty.

LOL, Its always mash or hold E :CurvedClip: I always played RHC unless getting normal achievs on a rush run. Its supposed to be that way, you just gotta learn it (check); the devs really made Ranger for the second playthrough though, for hardcore purists.

Well I am playing now RHC as my first time and I am doing fine now. Learned to listen to the sound affect of the grenade type or knifes too.

That is another one, definitely might take a trial and error checkpoint revert to get the secondary weapon audio down.
