(imagine all of the following being said dramatically by Vincent Price) I SHALL ANSWER THY QUESTION. THE KEY IS ON THE TOP OF THE RUINED BUILDING NEAR WHERE YOU FIND THE SECOND NOTE/ NEAR THE RADIO WHERE YOU BROADCAST THE MESSAGE. However, there is only a medkit syringe in it. so unless you are in ranger/hardcore mode it isn't really very useful.

What the actual heck... I checked his body TWICE and nothing. I read this and go back up and BAM 3rd time's the charm!

I found the key and went back to the safe and there wasn’t anything in there 😭😭😭

There's a medkit in that safe. Just press E when standing in front of it at it'll show you that you have max. medkits. That's why it seems to you as there's nothing usefull.

The safe key on the outpost level is on the ROOF top!

Probably easiest key to overlook in the game at least one of them. Because there's a lantern right beside the dead soldier that sort of camoflauges it and you don't see the red outline of it. The kicker is the safe is really crappy anyway no money, bolts or filters or anything.
