Go to your game folder Metro 2033 Redux/_CommonRedist/vcredist/2012/ You will find tree files there vcredist_x64 and vcredist_x86 ( do not delete ) the third file ( can't remember the name ) thinking somting like . vdf ( delete this one) Game will start. It works for me but i have a next issue with the game, its starts and screen freeze on menu with playing sound and i hope some guy can help me now ;-)
The third file was installscript.vdf. Deleted it but the problem persists. Still won't start.
Game is simply not launching, i dont even get black screen. Steam detects the game and im "playing" metro for a few seconds then i go back online.
When i try to launch the game from steamapps\common\metro 2033 redux i get the 0xc000007b error. Any advice ?
I tried this as well. Uninstalled and reinstalled. Still doesn't work.

It fixed my intl.cpl and Metro 2033 Redux now works!

Thanks but only relevant to Windows 8 or 8.1.
I'm using a Desktop PC I built, Asus motherboard, GTX 680, 8GB of RAM, NVidia 340.52 drivers, I've run vcredist_64.exe and 86, tried the Microsoft hotfix mentioned here, and nothing has worked.
I've done everything I can think of to rule out my PC being the issue... can I get confirmation that this is a known issue being looked into? I'd really like to think I haven't wasted my time and $25 on these games I'd love to be able to play.

Exit Steam entirely.
Browse to your Metro 2033 Redux installation folder (Usually C:\Program Files\Steam\steamapps\common\Metro 2033 Redux\)
Run the following installers:
...\Steamapps\common\Metro 2033 Redux\_CommonRedist\DirectX\Jun2010\DXSETUP.exe
...\Steamapps\common\Metro 2033 Redux\_CommonRedist\vcredist\2012\vcredist_x64.exe
...\Steamapps\common\Metro 2033 Redux\_CommonRedist\vcredist\2012\vcredist_x86.exe
Reboot your computer and test the issue again.
Let's review them one by one (for a shortcut to what helped me, see the last number 11):
1) I ran Dependency Walker on metro.exe to get an idea where the problem was. Turns out, it didn't find many DLL files which apparently were needed. Googling their names didn't help because they seemed to be included in the Visual C++ packages.
2) Uninstall an Re-install ever Visual C++ there is, even 32bit versions if you had a 64bit Windows. I did that about three times, updating them all. It never worked.
Something interesting though: before installing visual c++ 2010, the error when trying to play Metro read "MSVCR110.dll could not be found". Said DLL is part of the 2010 pack. After installing the pack, the error simply read "error 0xc000007b" which roughly translates to missing executables.
Anyway, it still didn't work.
3) Some youtube videos suggested installing some third party scanners an repair tools... don't do that! Full of malware.
4) Another guide suggested installing the Visual C++ SDK. Didn't help.
5) Registry Scan an Clean. Found interesting Registry errors but the game still not running.
6) At this point you can understand my frustration, paying honest money to finally play a game I couldn't play back then because I lacked the hardware to do so.
8) deleting appcache in steam folder? Nope.
9) Running some microsoft fix related to region, as posted in this discussion? nope.
10) uninstall this or that etc. nope.
11) Some guy in a forum simply said "well it said that MSVCR110.DLL was missing so I downloaded it and copied it into the game folder.
HA! That is so naive, that would never work, right? WRONG! IT WORKED... to my astonishment and chindrop I confess: simply copying that DLL into the game folder SOLVED the 0xc000007b or "missing executables" error for me!!!
Note: I suggest you still install every single Visual C++ there is in order for this to work.

It fixed for me in all games that wouldn't start with x64 exe (Watch Dogs, Nether, both Metro Redux, etc.). Basically I deleted "D3DCOMPILER_43.DLL" from System32 and SysWOW64 folders and download and install DX from microsoft site.
I recommend to watch the video first and proceed to fix this ONLY IF YOU KNOW WHAT YOU'RE DOING. This solution worked perfectly for me and I hope it will for you too.
