Years bevor i used to upgrade with the Firmware File and an the floppy-disk. With this device, i had no information how to get an Firmeware-File usable with an USB-Devices.
This solution may only work if you too had an unwanted reset of your own Bios/UEFI. Its only usable in manually arrange (or hardware upgraded) computers, wont work with Laptops or complete Retail Computers.
I only use WinXP for the upgrade. Without a separate upgrade file, XP was a necessity. Win7 / Win 10 with 32 bit may be fine too, i just dont got them. The original did not need the extended CPU functions. Mertro Redux and Metro Redux LL... failed to load the game engine.
EDIT: XP just to upgrade the UEFI, which wasnt possible any more with Win10 64. No Update File, only an Asus-Updater-(File) is supportet. I havent any Problems, i just want to tell that an MB upgarde may help - if the game crashes back to desktop after loading/starting an level.

Sorry, my english is not good enough to explain the standard procedure to locate the error. It would be important to know how the game behaves when it has been re-installed, possibly with manual deletion of the game-related user data. But that would be a rather slow approach.
Go to Asus and DL drivers directly for your moterboard. They maybe have a program like MSi (MSi live update 6 for win 10), that DL all drivers you need for motherboard.
I did that on my old computer with an ASUS Sabertooth X58 motherboard and Intel I7 quad core from 2010. I gave it away to a relative when i got my new late in 2014. This old computer is still running and are upgraded to win10 64 bit, with SSD, more/new RAM and GPU, with all the lates drivers from ASUS. He plays all metro games and they runs like charm. On this computer i could go into Bios and change settings like I wanted. You should be able to do so and change the settings to what you want. Seems like that was the problem when you upgrade to win10-64bit. There are some settings there that have to match OS from win 7 and later.

After searching for about 2 hours, I finally managed to make the damned Metro 2033 Redux work on Windows 10 x64 with the latest updates and drivers installed by doing a mix of what some people said on different threads across multiple years, haha
2 things did it for me:
- I installed the latest BIOS firmware, because there hasn't been any new version for like 2 years (have an ASUS Maximus VII Hero) and it reset all my BIOS settings to default, among various optimizations, the most important were processor overclock and memory XMP aka tight timings;
- the second, after trying the game and seeing the first background picture and hearing some music, it then stopped, which forced me to End Task and realize I was close. Since I use a TV as my monitor and have 2 other adjacent monitors of different sizes for multitasking, I unplugged them and the game worked!
*To mention, the Metro.exe in the install directory has been set to Compatibility mode with Windows 7 and Run as Administrator for all Users.
After playing STALKER: Clear Sky and Call of Pripyat earlier this year (to continue the saga after I finished Shadow of Chernobyl some time ago) and having to deal with bugs and some mods that greatly improved the graphics and experience, I have to say I'm pretty disappointed that Metro 2033 requires such fuss, even more so for a so called Redone/Redux edition. Cyka bleah devs. Still, want to play this and Last Light before the new one comes out, which is already pre-ordered in full edition, haha.
TL;DR: 1) Default Optimized BIOS Settings aka no OC on anything;
2) In a multi monitor setup, there must be only 1 connected (not just turned off).
This error is due to Visual C++ Redist files. You can reinstall VC++ 2012 from https://www.microsoft.com/en-us/download/details.aspx?id=30679 (at least currently, but you may need to search in the future or try the wayback machine for around the date of this post). Once you reinstall that, you should be good as 2012 appears to be 2010 compatible.
I fixed it with (re-)installing DirectX, which I fetched from the official MS site:

Hope that helps someone else. Good luck.
