reboot your PC and sometimes that fixes it....no permanent solution found yet for me.
Check if "r_fullscreen" is set to "on"
In GPU program setting, you can set desktop size and posision.
I can choose: Aspect Ratio - Full Screen - or no scaling. I use Aspcet Ratio. I can also choose that GPU override every scaling in games and programs, but its uncheked.
See if you can do something in GPU program (mine Nvidia Controlpanel)
I also have Auto in game for Aspect Ratio.
