Of course on PC you can play with higher resolution and frame rate. I'm playing at 1440p and the fps stays around or above 80. Also you can alter the game files to increase the fov on PC (no in game option.) but the game is playable at the standard fov since that's clearly what it was designed for. Some people can get motion sick with a lower fov, although I think playing with a controller and sitting back on a couch away from a tv rather than close to a monitor alleviates that problem quite a bit.
So yeah, I'd recommend PC for a higher resolution, frame rate and fov if your PC can handle all that. Plus I much prefer playing first person shooters with a kb+m. But if you don't care about those things or you're not sure your PC can run these games or you have another reason why playing on a console is preferable to you. The console version is totally fine IMO.
PC is the best version if you can run it.
