Air can make it at lvl 22, you can get them in the sewer from the sewer fish, goblins, sewer fly, goblin sharpshooter, venomous spider, goblin doctor, and sicklefish with various percentages from 15%-35% ish

Cotton is a random drop from enemies in hte Sewers (pretty rare) and can be Transmuted once you reach level of 22 in Wind.
