Spoilers for those who haven't reached that event
swapping through boosts I have over 50b that is required to pay the divine but it won't let me proceed with the event as my cap is not at that threshold.

Not a bug. When you do the storyline that lets you refund buildings, it warns you that you can't spend resources in excess of the cap.

Not a bug (or at least the part that you can't activate the event isn't a bug). Just increase your cap. And enjoy that resources don't disappear when they are above the cap which they logically should do.
