It would actually have to be multiple contests, some of which only operated in a single country. ;?
Should / Could they have been more clear about that since they're a Globally used product? Sure. That's a reasonable request. In this instance it was likely just an oversight though.
No, it's probably not. This type of contests happens on regular basis, and the very vast majority of them don't make this clear from the start (just in the "Terms and Conditions" settings)... and why should they? They would lose so many participants in doing that.
But let's assume, for once, they actually had an oversight, let's think good of them: let's see, after our discussion here, how much time will pass before they change their update to include such an important information, shall we?

The real question you should ask his... how the hell they would know about this contest in the first place?
