Repair Bubble not working in Campaign tutorial

This is my first time playing terratech on a pc version, so I'm not sure this is a normal occurence, but every time I start a campaign, and I get to the part where you learn about the repair bubble (specifically when the tutorial is saying "Cool, It's just powering up!"), the bubble does not turn on and instead infinitely charges up and does not let me progress through the first part of the campaign, basically just softlocking me from doing anything. I've tried skipping it, but it does not work, and there is no skip option for the tutorial.

Place the solar such that it anchors to the ground. Put the repair bubble on the solar. It will power up.

No, I know what i'm doing, it's anchored, and the bubble was attached, it just wasn't powering up. The bubble had the green glow and all, but never actually worked.

i am having the same problem i get the popup text says cool, it's just powering up but the quest says attach repair projector when i have it attached it is 1.5.3.0.1

the repair and shield work only on batery
even a generator alone canot make it work

normally works just fine without battery, as long as power is active
battery isn't for a couple more missions

if the solar is anchored, then it'll provide power. tutorial gives the solar/repair, then the radar, then the battery.

It has to do with framerate, 60fps makes it work perfectly, but unlimited causes it to never boot up
