What is R&D Labs?
I have been confused by the R&D labs DLC. Is the DLC required to access Reticule Research in campaign, or is it just to access beta RR blocks? what new modes does it add? is the Max out all licences achievement only possible with R&D?

RR in the campaign is not part of the DLC, the DLC is a special game mode with more unstable blocks too experimental for outside use besides in R&D Labs.
