For me they are in: "Users/-MyUsername-/Documents/My Games/TerraTech/Snapshots"

To delete techs you simply delete the snapshot of the tech in that folder.

the ".png" image files *are* the 'snapshots', by the way. mine are in " C:\Users\[Windows User]\Documents\My Games\TerraTech\Snapshots", on Windows 10.

If you're on console, then you are out of luck, as far as I know... (Maybe you can mange stored files through some method there too?)
