As QuackDuck says, the "deluxe" edition is simply both TerraTech and its R&D Pack DLC, so you can basically save 0.99€ by buying the "deluxe" edition when compared to buying TerraTech and its R&D Pack DLC separately.
But also as QuackDuck says, the R&D Pack DLC doesn't really contain that much exciting stuff (it pretty much just lets you use some blocks earlier and help test them before they become part of the normal game, as well as get access to a sub-forum of the official non-Steam forum for TerraTech), so if saving that 0.99€ really is that important to you, it would be better to just only buy TerraTech on its own anyway.
If you like TerraTech enough to want its R&D Pack DLC too, you're probably okay with spending 0.99€ more on it for the developers. If you don't like TerraTech enough to also want its R&D Pack DLC, it will have cost you 9.00€ more to buy the "deluxe" edition than just TerraTech on its own. So more or less, buying TerraTech on its own instead of buying the "deluxe" edition is almost a win-win situation when it comes to its R&D Pack DLC.
