by the time of this mission's occurence the player does have access to (at least) a GSO scrapper which can be set up next to the base included with the mission where it is indeed possible to scrap blocks (usually a couple wide guage lasers / radar blocks / shield & repair bubbles) to gain the required resources needed to recraft the boosters.
Of course, there is always the alternative of merely scrapping a booster of that type if one is available in player block inventory / nearby GSO trading station.
Additionally, carbius is also available in the Ice biome.
However: the Craftier Business II mission gives you the GSO scrapper (it's part of the base for that mission).
If you can't buy it, either you lost the payload terminal you got from getting GSO lvl 5 (they're easy enough to build, only need simple components, no dongles), or you aren't looking hard enough (it's under manufacturing blocks).
There are others which are rarer still, but they don't have any resources which aren't in the main four.
The best way to search for salt flats (or other rare biomes) is in a plane. GSO level 3 or Venture level 2 is sufficient to get the parts. Salt flats are almost-white and very flat.
