Additionally, the more expensive they are, the less likely they are to appear.
All HE blocks are expensive, and therefore rare.
Go to another trade station, or check the terminals after sunrise.
If you didn't find 'any' Hawkeye blocks in a shop, you might have just had bad RNG rolls, so I second the suggestion to check multiple trade stations, and to check them every day.
Another option is to do some Hawkeye missions.
Some of the Hawkeye missions are simply to hunt down X amount of a faction's Techs (one is for Techs in general, not from any specific faction). So you could roam around and look for Techs of the right faction that you can take out without to much risk/hassle.
Even doing missions for other factions could work in unexpectedly finding Hawkeye techs among the randomly spawned enemies that have to be destroyed.
I've even had a base from a GSO 'convert renegade HQ' mission result in a base with Hawkeye blocks on it.
Two goals to work for.
Trying to find/get a Hawkeye shop terminal, so you have a Hawkeye only shop you can access at your base, which will usually always have at least a few basic Hawkeye blocks.
Trying to get a Hawkeye Fabricator and just making the parts yourself.
