Can I download other ones techs?
Can we download or upload techs to somewhere?

Yes, when you start a game you will see on the bottom of the screen an option to connect to Twitter. Enable that, and you can build Techs and send them to "invade" other players.

Also, the snapshot contains the data to build the tech.
So if you get someone else's tech snap, and put it in your folder, you can get that tech.
