Your machine must be able to exchange data with qos.multiplay.com (and matchmaking-service-prod.meattelecom.com, but not being able to connect there will yield a different error message). So make sure this domain A. resolves to a valid ip address, and B. make sure any router in your network will route the incoming data back to your machine. You may succeed by enabling UPnP in your router, even though I wouldn't recommend it. If the problem is rooted outside your local network, you are probably sadly out of luck.

Edit: Also make sure your computer itself isn't blocking those incoming packets. It can happen due to firewall settings or other "security" software being installed.
