Do you mean Xbox Game Pass? That's just an alternative way of paying to play the game on the microsoft store, and has nothing to do with needing to apply for anything, but it's the only kind of pass I could think you're talking about. Could you perhaps elaborate? Because I think you had a misunderstanding before, and seemingly still do.

You did not need to apply for a pass, no, this was five YEARS ago, when the game simply didn't have online, the post you linked is talking about the extremely early beta for online, which was a wholly separate steam library entry.
Since then, the game has introduced public online, had a full release, and has released on no less than two separate consoles with a third on the way this month.
Do you... Really think the multiplayer is still locked behind codes?
