If you're referring to the track stage for the Race game mode then it was simply a prototype for the mode, more (and better developed) racing stages will be added later on in the game when the Race game mode will be brought back. The other prototype, Break, will be brought back and expanded/improved too (because, as you might remember, it was incredibly buggy: the cars didn't show damage and tear apart piece-by-piece but they simply "popped" with really hard hits, that erratic behavior was due to issues with the car objects that will be fixed once the mode will be re-added), for example the devs said they will have more things to break other than cars, however they didn't specify what. I guess different vehicles...
