This is also 40k with 12 factions and several hundred subfactions. I've found RTS games with only 3 factions tend to get old real fast. Where as Soul Storm and Age of Empires II have managed to keep me well invested simply because there is more to fight. Meaning battles can be completely varried.

Nice speculation. Too bad there is absolutely no supportive evidence that Relic is going to balance any of the three factions in the least. If CoH2 is any indication of how they're going to proceed with balancing this game, then we actually have evidence to the contrary.
They'll do what they did with CoH2 and DoW: Retribution when it comes to DLC: cut things down as small as they can, put as little work into it as possible, then sell it for an over-blown price. Why make a "full Race Pack expansion" when they can just throw individual specialty call-downs out for five bucks a pop or new armies with no standalone content for 30 bucks each?
Sega ruined COH with their DLC ♥♥♥♥♥♥♥♥♥♥ all over it and they're not getting anymore of my money to ruin more franchises. Vote with your wallets if it turns out they pull that ♥♥♥♥ again.
