Vis C++ fails to install

My current problem is getting the necessary Visual C++ redistributable installed for the game Dawn of War 3. DoW3 customer support has given up helping me with no solution.

My system is Win 10 x64 all updates.

I've documented the failure sequence in the linked PDF & error log with screenshots and commentary of various parts I've investigated.

My bottom line question is,

Is there a .exe command switch/parameter for

vc_redist.x64.exe

to FORCE an install regardless of any previous version.
If I can FORCE an install regardless of previous versions I think my problem will be solved.

Have you tried forcefully uninstalling every Microsoft Visual C++ Redistributable in "Control Panel\Programs\Programs and Features", then verifying the integrity of the game files for Dawn of War III on Steam and then trying to run the game again (whilst online)?

You might also want to try to see if you can uninstall the visual c++ resist from the add/remove programs in control panel
