There's a sticky for troubleshooting at the top of this forum. Try the suggestions in that thread.

Second question have you got service pack 1 and 2 installed into windows? (this is what is ment by latest updates) Silly question but alot of cracked copys of win7 and most people with it won't install the service packs in fear of buggering up there OS.

Beyond that you just have to do alot of research like Paradox has linked.

You need SP 1 and all runtime-packages (try getting them all with "aio-runtimes"). I had a similar problem and here it was the 2015 runtime pack which was somehow corrupted and needed a repair.

Reinstall gme 4 times spanning 4 days of dl, restart multiple times, verify those craps, log in here and there, sign up this and that, verify catcha, verify local files, activate windows updates many times, search for forum in relic, steam, log in and register for forum, get error here and there, WOW. Of all the ppl purchasing game steam, I dare to vouch nobody can be worse than that. On top of that, I pay rm 115 and what I get are these craps. My pc now even stand a chance of getting infected by Trojan virus. Thanks for giving me lesson so not to buy any ♥♥♥♥♥ from steam no more.

come on, guys. i pay to play. not pay to learn these technical glitches and try to overcome those. been trying few days about that. total steaming pile of craps i am going through.

It probably has a simple solution. Take your time, reinstall the .Net framework and Microsoft Visual C++ Redistributable Package from Microsoft. Try set the game file to run as admin.

If you are missing dll files there is a good chance you are deleting game/software folders instead of uninstalling them correctly.

You have two options:

A: Figure out which dll files are mising and get them reinstated into the correct folders. This may take some time especially if your not tech savvy.

B: Format your drives and do a clean install of windows. This is the most straight forward solution. However having to reinstall everything can be a little frustrating.

Definitely try updating your windows. It has solved some problems for me. Whenever there's an issue I run across that can't be immediately fixed by restarts, runtimes and all that, I try updating my windows.

If I ever have an issue with a game I always question the game download first. You verify the cache, then try again. If it still doesn't work try restarting the PC. If that still doesn't work then you need to think about the Hard drive it is on. Is it corrupt? Does it have any issues? More importantly, are you having issues with other games?

If your answer is yes to the latter question then there is either an issue with your hard drive or your OS install. Either way the first step is to backup all the stuff you want to keep and reinstal windows. Once thats done you should be sorted, if not then id suggest looking into getting another hard drive. Try out a diferent hard drive first to test.

Good luck with your issue.
From skiming throuhg your posts it loks like an issue wiht your OS/hard drive than it is the game.
