Don't delete any folders as these contain your saved games, replays and any mods you've subscribed to.
Also I'm just a volunteer, trying to help you out here. Could you upload your warnings.log (found in the Dawn of War III folder mentioned earlier) to https://pastebin.com/ and post the link here?
You need to have run the game and it to have crashed first, otherwise it won't show up in warnings.log!
Looks like something is up with the state of your browser(s) on your machine (at a guess). Do you have any Windows updates pending?
I have seen something like this reported by other users I think, it might be best if you open a SEGA support ticket. I've lost the URL for this so I'll get back to you on how to do that.
We've looked into the logs here, and it seems that there is a problem initializing the Steam Web Browser. Can you ensure that your Steam installation isn't damaged? This may require a reinstall to know for sure.
