You made no edits to the configure/Plugins.cfg file or the video settings files correct?
If there is a D3DX9_43.DLL file in the same folder as GearCity.exe, you may try deleting that. Although the issue is that GearCity.exe is not finding RenderSystem_Direct3D9.dll...

If you're interested in trying out the game, it's much safer just to download the demo. It's the first 25% of the game, without restrictions. Easily 10 hours of gameplay for one play through and you can continue playing over and over. I know a few people with a few hundred hours in it. It's essentially the same game length as Oldtimer (Motor City).

That being said, my copy is not pirated, and I have the same problem. After updating to the latest testing build, I have exactly the same error. I tried re-install, and same thing.
I cannot play :(
Then you have to change your plugins.cfg (inside game directory) and comment out the Dx9 Loading, like this: "#Plugin=RenderSystem_Direct3D9".
The exact same error about RenderSystem_Direct3D9? Check to see if a file named D3DX9_43.DLL is in the same folder as GearCity.exe and if it is delete it.
If that fails to work, do a clean reinstall. Steam does not remove old settings and cache files when you uninstall the game.
To do a clean install:
1) Open the main game folder folder: http://wiki.gearcity.info/lib/exe/detail.php?id=troubleshooting%3Asteam_installfolder&media=troubleshooting:steam_open_install_folder.gif
2) Return to Steam, while leaving the folder open.
3) Uninstall the game.
4) When the game is finished uninstalling, delete everything that remains in the main game folder.
5) Reboot the computer
6) Reinstall the game.
Or you can do that. Although it sounds like you're having other issues with the machine/software/corruption if it's not working.
