So, where do you find the color combination for that damn skull? *spoilers*

I actually ended up brute forcing that one (didn't take as long as you'd think). But how are you supposed to solve it?

"Citizens know the combination but don't know that they do" or something like that - couldn't figure it out.

I don't know either, and also brute forced it (you only have to figure out two of the pearls/things ^^).

"Citizens know the combination but don't know they do" refers to the group portrait puzzle where you rearrange all the pictures. The safe combination(?) is what "they don't know they have".

As far as the color combination clue on the monkey skull, it is not clear, but I believe the clue is on the hat. Two buttons on the hat show the colors that should be below. The other colors are deduced by guessing. It is 50/50 to get it correct on the first try.

I also do not think the clue for the group portrait puzzle and the monkey skull puzzle are related in any way. Just in the same location which causes a bit of confusion.

The clue is on the hat.. it shows two buttons, and you can see that between them two buttons are missing..
As joan4003 already said, the other two you get through guessing..
Of course you have to assume, that every colour is used only once..

We know, we all did it that way. ^^
It's just the description of the puzzle, that suggest there could be a "proper" solution for this (instead of just trying the possible combinations).

The color is from the pirate brother on the ground, blue, which is first, then the witch lady is dressed in red... The buttons are blue, missing (red), yellow and that leaves green. The mushrooms on the pole there are also red and green.

Super late reply, so you probably wont even read it but hey...
I didn't even notice the 2 missing buttons, so (visually it looked like the middle two buttons were blue and yellow) i never had a chance :(
