Sorry to hear it you cannot access Ubisoft Connect.
Did Ubisoft Connect worked on the same PC before and stopped, or is this the first time you have installed it?
If you have downloaded Ubisoft Connect client along with the game via Steam, chances are this is an old, outdated version that may not be able to connect to the servers any more.
Please download and install the latest version from its official website: Download Ubisoft Connect[www.ubisoft.com]
and run Ubisoft Connect as administrator.
Make sure Ubisoft Connect (UC.exe file) is allowed via Windows firewall, as Ubisoft core services are needed.
If you are using any other security software / antivirus, add the UC.exe to their whitelist as well. You may need to check FAQs on the software's website.

I've tried uninstalling and reinstalling ubisoft connect and it is still the same.
I have tried running as administrator too.
The link under this doesn't take me to a page with server status or any instructions on how to get server status. How do I do this?

You didn't answer if you are using any antivirus / firewall other than the one build-in in Windows operating system.
There may have been an update to it, and it blocked Ubisoft Connect from accessing Internet.
