Outlaws will not start
I'm having problems with launching the game. When I tried to launch the game the first time, it put a Ubisoft Connect icon on my desktop, then it stopped launching. I opened Ubisoft Connect, had to down a small patch and signed into my account that's also linked with my Steam account.

I tried to launch the game again, I got a Ubisoft Connect pop up asking for an activation key. I don't have an activation key, as I've purchased it through Steam. The game is strangely enough also not listed in my Ubisoft Connect library. It can't be linked to another Ubisoft account, as I only have one.

I have uninstalled and reinstalled Ubisoft Connect. I have verified the files of Outlaws on Steam. I have uninstalled and reinstalled the game. I have emptied the cache of both Connect and Steam. I put the game in administrator compatibility mode. I unlinked and relinked Steam and Connect. Tried closing Discord. Tried launching it from the .exe in the Steam folder. Nothing worked, the game stops launching after 10 seconds (and is still not listed in my Connect library).

I have no idea what to do now. If someone knows what's going wrong, much obliged.

yes i have the same issue. i didn't try unlinking and relinking but i did put both steam and ubisoft connect in admin mode and the outlaws exe in admin, reinstalled a couple of times. nothing. its like....steam is trying to launch the game so it tosses it to ubisoft, then ubisoft goes its a steam game and tosses it back to steam and then they go around like that for a few second before both launchers give up and point at each other saying 'your fault'. i feel like ONE of these platforms needs to take the responsibility to actually LAUNCH the game. instead of both playing hot potato
Yeah, I also think it's something with Steam and Connect nog playing nice with each other. I tried every 'solution' I could find on the internet, but nothing worked. The one thing that's really weird is that Connect doesn't recognise Outlaws in my Steam library and asked for an activation key. I put in a ticket with Ubisoft, hopefully they'll respond quickly with a solution. Otherwise I have no choice but to request a refund.

the real question is how long do we wait? ubi isn't really know for their customer service. i do really want to play this game. but...

Sorry to hear that you cannot activate your copy of Star Wars Outlaws.

If you don't see it in your Ubisoft Connect library, it means the Steam purchased licence is not pushed to your Ubisoft account correctly.

I can see in your messages that you have already tried all kinds of troubleshooting steps.

This can be a temporary issue. For now, keep trying please.

Sometimes you will need to close Ubisoft Connect completely (not just minimise it to the system tray) and then launch the game from Steam, for the licence to activate.

Make sure you always launch Ubisoft Connect as administrator.

I've been trying all weekend to get it to start. I've indeed closed Connect completely, and put both Connect and Outlaws in admin compatibility mode. When I start the game from Steam, I get the "Do you want to this app to make changes to your system" window (which I accept), but Connect doesn't even start. And after 5 seconds the button on Steam turns from Running (grey) to Start (green) again. I also check my Connect library every now and then, but Outlaws still isn't listed there. Will keep trying.

this is just to follow up. I, unlike LesserMagic always had outlaws in my ubisoft connect account. it never mattered. i still couldn't get it to launch. yes i was in admin for both steam and connect i also tried being in admin on the specific exe outlaw file that was the run program. i also tried turning admin off for each one of those individually, restarting my computer and trying to run each one in admin separately then together. running it from ubisoft connect only (which didn't work since it was purchased from steam so it automatically opened steam to run it from that, then automatically tried to open the already running ubisoft connect before stopping). I meticulously followed the steps in each of the guides i could find that offered any hope of solution. all failed to produce results. I have since given up and have requested a refund from steam. Needless to say i am disappointed. i really wanted to play this one. good luck LesserMagic. I feel like the problem you have is hidden in the riddle of the missing ubisoft connect account file.
I refunded the game. It just won't work. :(

Would buying it again fix the issue with the botched license?

I'm really sorry that you experienced these issues and, as a result, decided to refund the game.
I will keep an eye on such reports to make sure this is not a bigger issues affecting more players.
