Sorry to hear it you had issues linking your Ubisoft account to GeForce Now account.

Geforce Now supports steam and ubisoft connect.
You need steam account linked on geforce now to play it, if you bought it on steam.

And I just tried now, and I can play Star Wars Outlaws from my steam games in geforce now.
If you linked with steam, and you can't find Star Wars Outlaws from playable games, could be maybe some sort of regional limit.
It will be useful for other players.
Is your Steam account also linked to a Ubisoft account, or you only linked it to GeForce Now Nvidia account?
If only to Nvidia, remember you may not be able to access your progress, as the save file is uploaded to Ubisoft account.
"To access your saved game on another platform, you will need to upload it to the cloud and be logged in with the same Ubisoft account.
To upload your save to the cloud:
Open the in-game save menu.
Hover over the save file you would like to upload.
Select "Upload to cloud".
You will then be able to access your saved game on another platform.
Please note that you can only upload one save to the cloud at a time."
Also to link up the cloud saves, I guess you can do it from the game, or use steam cloud, game variant prolly better, steam cloud is annoying as hell, as you can't toggle on per game, but only toggle on everything (which creates mass local save uploads) and then you can toggle off one by one.
If they've never played the game locally, the cloud save part can be ignored, though prolly useful to enable when using it on geforce now, as you might end up losing your save data there if you don't have cloud save enabled.

Then link your steam account, maybe also ubisoft account, as it seemed to take forever to login in the game itself, was a constant "logging in", and nothing happened, so second time I managed to run the game, when I had both accounts linked to geforce now, but that could've been just a first time launch issue.
When you run the game you will be prompted to login with steam account first, and when it launches eventually, you will be prompted with ubisoft account login.
Warning though when using the free subscription for this game or any game that needs SSD to run properly or just load stuff faster, (Free) geforce now games are running from HDD, so it will take a long time for it to load there.
You don't have to pre login without geforce now to link up steam and ubisoft account.
Mind you don't have ubisoft app running alongside geforce now, or you will get confused where to login, as you can only use one app at a time, steam you can use as many apps as you want on different machines at the same time, or browsers.
It a very useful explanation.
