Report a translation problem
Restart pc/steam.
Install ubisoft connect separately and try to login from there.
And then try to start up the game again (make sure the ubisoft connect that starts up when starting the game is closed before you start the game up).
You maybe used a wrong ubisoft account to login, or it didn't properly link the license with your ubisoft connect account.
You can also try to deleting this folder.
drive:\Program Files (x86)\Ubisoft\Ubisoft Game Launcher\cache
That has solved for me mostly license issues with games or on boot up failing to start up properly.
Sorry to hear it you cannot access your copy of Star Wars Outlaws.
In case you haven't resolved it yet, most Ubisoft games purchased on Steam do not require an activation key.
A digital license is pushed to your Ubisoft account when you launch the game in Steam for the first time, and link it to the Ubisoft account.
Once activated this way, the game cannot be activated on another Ubisoft account.
Please download and install a new version of Ubisoft Connect from its official website: Download Ubisoft Connect[www.ubisoft.com]
IMPORTANT! Run Ubisoft Connect and Steam clients as administrator and try again:

Sometimes you will need to close Ubisoft Connect completely (not just minimise it to the system tray) and then launch the game from Steam, for accounts to link correctly.

If this happens again to you, can you check if this option "Minimize Ubisoft Connect PC to the system tray when the application window is closed" is selected, please?
It's in Ubisoft Connect > Settings > General
It may not be related but perhaps this is what makes the Ubisoft Connect client to stay active in the background.
There are no separate settings for Ubisoft Connect linked to Steam client.

Can I just check if you encounter this if you launch Steam with admin rights - https://ubi.li/9Puyw this then may give permissions to close 3rd party apps.
