What CPU is it?
Have you installed the new Nvidia App software or still have GeForce Experience?
What version of Nvidia drivers do you have installed?
For now I would advise you to do a clean install of Nidia drivers, and disabling all other process from auto-starting in the background.

CPU is AMD Ryzen 7 3700x.
Essentially, after the game has run once, further attempts to start it fail, and -eventually- succeed via enough restarts. I just now noticed the same behavior; NGX Updater is running multiple instances, and sitting at 7.7% on each. When I went in and killed all of them, then tried starting Outlaws, it started fine, though that may have been by chance. Will post again later if notice more of a pattern, now that I know something to look at.

Also, try different drivers. You can test Studio version, instead of Game Ready.
GeForce Experience does not need to be installed, if you select advanced installation it can be checked off.
You can try the new Nvidia App, instead of GeForce Experience, if you like the functionality it offers.

Did you remove GeForce Experience or is it still running? Or have you gone for the new Nvidia App?

Yes, I have the latest NVIDIA software up to date, I do not have GeForce Experience installed.
My driver is 566.14. I have a RTX 2080ti 11GB.
Lately, this issue hasn't been happening so it does seem like it's a coin flip sometimes. But yeah, those NGX Updaters using 7.7% memory each is insane and shouldn't be happening.
I went ahead and updated to the Nvidia app, and disabled the Nvidia overlay. The next attempt to start things worked. Since it failing has been fairly ND, I'll post again if I run into the issue again, or if after a few days it's consistently been working.
I see that we sometimes call this multiplied process NGU and sometimes NGX. Is this just an error or there are two different processes that cases this issue with Ubisoft Connect?
If these are Nvidia processes, this should also be raised in a Nvidia forum.
I'm happy to raise it with our Ubisoft Connect team, but we need to get all the detail correctly first.
Also, please share some screenshots if possible. It would be helpful.
Task manager says it's NGX Updater. File name is nvngx_update.exe and it can be found here
I hope this is just a drivers version issue.
I have seen advise online to block this file / process on a firewall.
I'm not sure if this will stop it from occurring multiple times and use significant CPU resources, however.
