How can I confirm I have access to the ultimate edition materials without playing the game?
Playing the game will mean I can't refund the game, and obviously if there's no way to confirm if I have access to the extra content I paid for, I'm going to want to keep my option open to refund.
If I play through to a certain point in the story and see I don't have access to the content, and I can't refund at that point, then I've just made the problem worse for myself.

It might be good to sticky a thread to ensure it's easy for folks to find how to check and confirm the extra materials are associated with their Ubisoft account.
I'm guessing folks are going to keep asking about it until there's a patch/fix, and it'll make it easier for them to find the right info.
The Ultimate Activation dlc unlocks the dlc on ubisoft account.
So do not buy the other dlcs separately on steam.
Just mark them as ignored.
Wild Card is the only thing that will show up as owned on steam.
But in the library you will also see Ultimate Activation DLC.
When you open up ubisoft overlay and go to store or just go to ubisoft connect and check the game, you can see you have all the other dlc.
The only dlc you do not get with ultimate edition anywhere, is the Forest Commando dlc.

But sadly that info is very lacking.

You can check it out in the browser, it's 3d interactive, also it has music tracks included, it has sound effects and ambient sounds depending on what page you're at.
When you download it you just get pdf file with images, you have 2 variants, HD 361MB and LD 14MB.

Good to hear it this is just a display error and not actual content missing.
We will keep an eye on this thread. If there are any questions regarding the missing DLCs in Steam, feel free to link it for other players.
If anyone still is missing any DLC/ULC, please let us know before I lock the thread.
This is still an issue though, even if it's just a display issue on Steam.
For example, if the game is included in a game pack where you purchase multiple games together, with owned content being discounted, the owned content here won't be discounted, because it doesn't show as owned.
There's absolutely a method to ensure this content is properly marked as owned on Steam, I hope you guys continue to work on a comprehensive fix.

And as I said earlier, people who are not aware that these DLCs are still in the game, despite the fact that Steam shows that they are not. This misleads new players, and they give bad ratings to Star Wars Outlaws, I have also seen Refunds and not only for technical or plot aspects of the game, but also because a person thinks that he did not receive all the DLCs. People are not very kind lately, due to the large number of bad AAA releases and not only from this company, but in the gaming industry as a whole.
Remember Star Wars Jedi: Survivor and a bunch of similar games were not the best start at the time of release. But many of these games are really good...

Hopefully, this will be fixed soon.

I'm hesitant to play the game until a fix is released.
