That said, I wouldn't want Hoth or Dagobah in either event. What would I do on either one? I'm a smuggler, after all, and both are too remote and have almost no populations.

The same thing happened with Mass Effect Andromeda, it was run over by a hatetrain for sake of views and hype.. Now go to reddit, most people there regret that the development was closed and all DLCs were cancelled.
The funniest thing is that the same idiots youtubers who drowned Andromeda, released a videos a few years later about how good the game really was. Lol.
They won't make a sequel to Outlaws after whatever next DLC (if that's still on the table) is coming.
The formula didn't quite work all that well. It needs quite a bit of tweaking, but latching the next game onto this story is going to generate expectations and pre-release reputations, both that will be lukewarm at best and hostile at worst.
It's better to let her story go after this and try again with someone new using a modified formula.
It's a decent first try, but it's not a home run in any way.
(I mean, it got to the point where I stopped exploring places that weren't relevant to the main narrative. I'm an explorer in open world games. That means that what appeals to me about open worlds wasn't in this game.)
Blame Ubisoft not the "hatemongers". They removed The Crew 1 from everyone that bought it despite the devs telling them they could add an offline mode, then they announced ASC Shadows and we know the rest.
For once stop blaming the community and blame the corporation that destroyed their IPs and their reputation.
Outlaws was a good game, but undercooked and too expensive. Massive should've skip Avatar 2 aka tech demo and put all the resources on Outlaws because Disney tax the hell out of their IPs (see SONY's Spider-Man 30% cut).
I think it is more when development started for Avatar and Outlaws, game development was in a very different place and during the development of both costs exploded for a variety of reasons (unclear of massive had a huge increase in budget like so many other devs have had). Honestly I don't like The Division games, but I suspect it always would have made a lot more financial sense for them to make The Division 3 instead of Avatar and Outlaws.
