No Enforcer Contracts available

I can't seem to ever get an Enforcer contract from any brokers. I need to do a space enforcer mission for the last ability in Rooster Trace's tree. I've never seen one of these missions. I can't finish the whole abilities part of the game until I get it. WTF?!?!

So, what i’ve read until now, that you can complete any space contract, because its a failed translation from FRANCE language. But i did finish a random contract and i chose to honor the deal, but stil didnt count as enforcer contract. I will try to do bunch of different contratcs now and see how it turns out.

Update: you have to complete RAID CONTRACT. Basically what i had to do, was destroy enemy ship, collect its cargo and escape. And it gave me the Ability. I found it in TOSHARA SPACE. Hope it helps
