Or don't consider that minimum requirement is for 30fps (average), 720p with minimum settings. And those are desktop pc parts with different power requirements, not the same as laptops, and even laptops with same specs can have different performance because of hidden power limits on parts, not to mention throttling because of heat.
Go to video settings and turn down everything there, use performance scaling, if you can enable framegen (if it looks any good at low framerate), then in graphics settings turn also everything down in advanced by hand one by one and outside of advanced.
As you said you can't turn off raytracing, but you have to try out yourself turning other values lower.
Dunno why do you want to even experience the game at its worst.
Go try the game with Geforce now if you can't afford anything better.

Make a nvidia account if you don't have it, download the app, link your steam with it, and launch the game stream through it. If it doesn't work, you maybe have to link ubisoft account too.

Laptops are tricky devices when it comes to judging their performance.
Components may be equal to their desktop counterparts, but their actual performance will be determined by the cooling system efficiency. If your GPU and CPU overheat, they will drop in performance.
In my opinion, both your GPU and CPU are stressed to the max to deal with Star Wars Outlaws even at the lowest settings, so you will see frequent performance drops when the system tries to lower their temperature by lowering the voltage and usage.
One thing that I can suggest, is a better cooling environment for your laptop.
Maybe an additional fan on the desk that would help dissipating heat faster or look up laptops cooling pads.
