Thank you for your report and sorry to heat that Star Wars Outlaws take much time to load on your PC.
Is the game installed on an SSD storage device or are you using an HDD?
If it's an SSD, what percentage of the device is in use?
Is the game installed on the system C drive or elsewhere?
I ask because in the System requirements it states an SSD is required.
No game with decently sized assets runs 'ok' on an HDD. A 500MB indie title might, but every newer and bigger game will suffer from the low speed.
At least upgrade to a SATA-SSD if your motherboard doesn't support NVME-SSDs. The latter also would mean you have other bottlenecks, like ancient components and too low amount of RAM.
