If it's early in the game, you may need to acquire certain necessary parts through story missions that you need to finish before the Trailblazer can fly again. Once you've completed those, the Trailblazer can eventually leave the first planet.
If you're past that point, most likely, the vendor is telling you that you don't have the resources to purchase an upgrade yet.
You have to progress the main quest line a few steps or the ship is technically "not available" at those vendors. Yes, even though you can walk around inside it and have flown it, and even made modifications through the "vehicles" menu which (as far as I can tell) lets you do all the same things. Why? I have no idea. After I got a NAV computer installed, the ship suddenly became "available". Maybe the devs thought it would be fun to require those vendors for every little thing but then changed their minds.
Once these have been completed, you can reach the other planets and continue to upgrade. If the Trailblazer is there, you have it. You just need to fully complete the initial repairs.
