3rd party ubisoft launcher games do not have family shared enabled, because they're linked to the specific ubisoft account after you launch the game.
If for example someone in your family would be able to play it before you, you would be not be able to play the game anymore, so this is to avoid for those sort of issues games being linked to wrong accounts through family sharing, albeit you can still do it if you use the wrong ubisoft account to login the first time.
Also you can see if a steam game has family sharing or not, by checking the official "tags" on the store page, above the controller support "tags". (actual tags are user generated)
