Win 11 24H2 has been in public release preview since April. I don't know what is going on with Ubisoft these days but their level of bad decisions is max level.
Sorry to hear it the game is crashing on the latest version of Windows 11 on your PCs.
The good news, however, is that an additional update (1.4.1) was pushed yesterday to alleviate the issues with the game crashing on Windows 11 24H2.
It is mentioned in the patch notes.

Please note that you may experience some performance issues while we work on a more permanent fix. As soon as it is ready, we will let you know. Thank you for your patience."

The temporary fix doesn't work. I just bought the game and played for 112 minutes. It then crashed and since then it crashes every few minutes...
I'll make sure it's passed on.
For now, can you empty both Steam and Ubisoft Connect cache folders and try again, please?

From your Steam Client, open the Settings panel by selecting "Steam > Settings" from the top left client menu.
In the Settings panel, select the Downloads tab and you'll find the "Clear Download Cache" button at the bottom.
Have you changed GPU drivers in the meantime?

Last week there was Outlaws DLC I purchased and tomorrow there is DLC2 for Avatar. Both games that are not working and crash constantly now.
The final version of this update has been in release candidate preview since March. It has been rolling out to people since October. It says a lot about the quality control of the company now that 5 AAA games are still broken and we are near December. It gives a very very bad look now that all tech and games sites are starting reporting on this. Other games from other publishers have no issues.
Windows 11 23H2 and Windows 10 both work fine with Star Wars Outlaws.
For now, the issue affects Windows 11 24H2 only.

Just i want to share my experience for make it clear in situtation. (As we know) After install windows 11 24H2 update, the game start to crash to desktop without any error message. I really like the game and i want to play but i gave up. I will wait for fix patch for this issue. Up to today what i tried and couldnt find any solution Only i could extend my gameplay time with turning off RTXDI. There is a short list what i experience ctd;
I have RTX 4080 gpu and 13700KF cpu (4K and all graphic setting max, DLSS+FG) (All Drivers and BIOS updated and latest versions)
If i play with RTXDI on (low,medium,high or max no matter);
- Random CTD in all planets but especially more in anywhere in Akina and Toshara.
- When i want to check journal and turn back to game instantly CTD
- When i want to upgrade blaster, speeder or trailblazer, after turning back to game instantly CTD
- With going with speeder in open world in any planet, FPS start to going down criticaly and suddenly CTD.
If i play with RTXDI off;
- Similar to above list, just gameplay time longer (app. 30-40 min.)
I dont want to turn back to 23H2, i have nearly 30 games in my pc (including Avatar). I didnt see any crash in my any games with this new os.
So what i try for fix and couldnt find any solution;
- Run ubiconnect and outlaws.exe as a admin (and run via ubiconnect or seperate)
- Delete cache folders of game
- Delete game completely and reinstall after 24H2 update
- Run the game in compatibility mode
- Disable overlays (ubiconnect and nvidia control panel etc.)
Nothing worked for me. I couldnt find any solution play this game with RTXDI and im at end of game, i dont want to play it anymore like this.
I hope devs working on it and release fixer patch before leaving office for noel vacation.
