License plate keeps defaulting to "6178 KO"

For some reason my plates keep defaulting to that, on every spawn, on every car. I can change the plate manually if I want to but it always defaults back when I change to another car. I have the username plate option turned off, and I've tried clearing cache countless times. Any ideas what could be causing this?

I don't, my default vehicle is still the blue Gavril.
