If you can upload the ZIP somewhere and drop the link here (or if you prefer, send it over PM on our official forum), it would help to see what's going on.
You may have some broken files around.
Try to reinstall the game using these steps:
// Backup your important stuff you don't want to loose, any eventual 'work in progress' level and etc. \\
-Unistall BeamNG from Steam
-Delete BeamNG.Drive folder from MyDocuments (backup your mods & anything else important)
-Delete BeamnG.Drive folder from Steam/Steamapp/common (If there is still a folder)
-Reinstall BeamNG.
Sounds like it could be a file open in another editor (maybe the .mis file is open somewhere and locked?), or a permission error with Windows causing the game to be unable to write (can the code handle this situation?).
If you haven't tried, a clean reinstall with the instructions above are worth a try.
At least we would be sure it's not some corrupted file on your side causing that.
Hopefully the next update will do the trick.
