thats because your graphics settings for lighting is not high enough you need to be on low at least instead of lowest

As I showed in the video, everything is set to high. For some reason they started working again though

I wonder if it could be related to the missing shadows issue I've encountered, where randomly, I won't get shadows unless I lower the FOV; the exact value doesn't seem to be constant even when just coming back to the same map, with the same vehicle, but it seems to stay the same until I load a map (any map, even the same) again.

See if you get the issue again by increasing the FOV, and if you do, without leaving the map, gradually lower the FOV and see if there's a point where you get lighting back.
