If you already tried with all mods disabled, I'd recommend a Clean Install done as explained here:

At this point, I *have* disabled every mo, *and* done a clean install, and still no dually wheels.
I appreciate the support but I'm not a novice with this game, with technology, and the likes. I did a proper clean install last night, even installing to an external hard drive that's never had the game on it, and dually wheels still don't show up ONLY for the D-Series. Zero mods whatsoever, integrity verified twice with no issues, cache cleared twice as well.
Whatever the issue is, I highly doubt it's on my end. It may very well be a 1 in a million issue causing it, but I've run through just about every stop that doesn't involve reinstalling my whole OS to try and fix this, and the problem persists. I do believe it to be a bug because the dually wheels work fine when I choose the regular leaf spring live axle, but the minute I choose the heavy duty live axle, the wheels don't work.
Again, I appreciate the help, but your response almost sounds automated, or like my whole post wasn't read through. The second sentence tells you the stock config duallys didn't work, and I went as far to tell you I isolated the issue to just be with the heavy duty live axle rear suspension, hence why I posted to bug reports.
I found my own unofficial workaround when I realized all this wasn't worth the hassle just for some wheels, so I edited the T-Series semi wheels to work with the D-Series. Problem solved for me, but still a bug the developers may want to look into...
I also have to help many other people, so I tend to be pretty short and right to the point with my posts.
I did went to check in-game, the screenshot I posted above was taken right after reading your post. As you can see they are working correctly over here and I cannot replicate the issue you reported.
Nor I have not seen any other people reporting the same issue so far, hence why I think it's potentially from your side.
The fact you see the part in the part selector, but the actual part is not loading, could hint that the issue is being caused by a broken mod or broken file somewhere. Considering that you are editing your own game files too, it's quite plausible.
If you open the game console, you should see eventual errors.
If you are lucky, the errors may also be pointing to what file is doing that precisely.
Also,
When you did a Clean Install, did you make sure to wipe your userfolder too?(Documents/BeamNG.drive)
Steam will not remove anything from that folder if you uninstall the game, and if the broken file is coming from there, the uninstall will be helpless.
And considering you seem to be messing with core files you may want to completely re-install your game.
I stated above that I did do a clean install on a separate drive (which did include wiping the entire BeamNG folder in documents). The issue was not resolved, even after verifying integrity through Steam and the BeamNG launcher. When I said I tried every possible step short of reinstalling my whole OS, I kinda meant it.
There were absolutely zero mods, I had not modified game files myself (yet), and the issue persisted. It is not an issue on my side. When this all failed and I still didn't have the wheels, THEN I modified game files to give myself the T-Series wheels temporarily until it is fixed, assuming it ever is.
I appreciate all the help I got, I really do. Just wish this wasn't so frustrating. At this point I've lost so many custom configs, deleted mods from so long ago, that BeamNG won't be seeing as much action now as it did before.
Genuinely curious, have you tried what I've tried and the others have suggested? Fresh install, clear userfolder in documents, get rid of ALL mods, etc? You and me are unfortunately the only ones with this issue so I think it really might just be incredibly bad luck on our parts.
