Problem with the update

I am trying to download an update right now the size is 3.6 or something, and it shows its finished, but it WILL not complete. I can't play my game without canceling the update. please help. also, I'm on a mobile network I'd rather not have to redownload everything so I can't play till somebody helps me. thanks

This sounds like a Steam issue (Steam manages the updates and everything).

You can try first to restart Steam or your PC, as it usually helps with any stuck Steam 'tasks'.
And usually I'd also suggest to uninstall and install the game, as it forces Steam to get the latest files (ie. latest update) of a game, but you see if you can with your limited data.

Else, you should contact the Steam Support in regards:

It worked but wouldnt launch. I turned on each beta and nothing. Now im redownloading the non beta version again hopeing itll work

Avoid switching to the Beta, those are there for specific purposes.

What do you mean with "it wouldn't launch"?

You press Play on Steam, and nothing happens? Do you get the launcher to show up at least, in the NON-BETA version?
Does your Steam username stays green in the Steam window, top-right corner?

sorry let me rephrase. I tried each beta and downloaded the update it required, then tried to play it and it would say running and I had to force close steam to try again, I reset my Laptop and it didn't work either, so i went to starbucks to try to download it, and it took 5 hours to download 3.6 gigs, I downloaded 5 gigs on another game and it downloaded in an 25 minutes give or take. I took the beta back off and redownloaded it and now it runs agian, the download was saying it was at 100% but it wouldn't officially finish. Its working now so I'm just confused why it was stuck.

That's something that depends from Steam.
Usually when it's at around 99-100%, Steam has finished download the files and it's unpacking them. How long it takes depends on your PC. Then if something is blocking Steam from doing what it needs, that may last forever.

If you already waited at least 10 minutes, and that is still stuck at 100%, I'd advice getting in touch with the Steam support, they'd be able to help you with that:
