Pretty sure there are paid mods posted on the official forums.

I'd check there first.

oh really????? I wasnt aware.
This is Los Injurus. The most complex city, complete with around 50 miles of interstate / highway, more than that mileage in surface roads, a whole lot of miles of city streets, a large city built into the center of one-half of the level surrounding a lake, An abandoned dual-level MALL YOU CAN DRIVE INTO AND EXPLORE, FEATURES THE 11-FOOT-8 BRIDGE, miles of light-rail track complete with subway system and stations (you can drive into, or out of them), even raised rail sections above-ground, huge flood control canal system (like LA has), 3 airports (one humongous civvy airport, one airbase airport, and one private small airport on a bit of a slope for small plane landing challenge), features abandoned housing projects like the F. Douglas towers, Cabrini Green, and even an old Packard plant facsimile, the rest of this place has many huge hills, tunnels, tight turns (plenty of winding roads which contrast all kinds of highways which have both rather straight and very curvy/hilly/mountainous sections), a small dirt track, a huge dam with beautiful bridge and you can drive across the dam, and a page full of spawn points to put you almost anywhere you want to be. The level is the size of GTAV, it is not yet complete (maybe half done?), I've been working on it for 6 years now, and I'm not stopping any time soon. Sure there's a number of empty blocks, but there's so much here already, so time to pull into the local Burger World and order some Swiss Raton (RAT) and a pink liquid milkshake (yes burger world has a menu).
Los Injurus has great AI support, but does not yet support 'smart' traffic lights where the AI obeys the signal, does not support parked traffic, nor does it support fuel station scripts yet. These will be added partially or fully in the next releases in January for supporters.
The latest Patreon supporter release came out on the 18th, just a week ago almost, and is nearly bug free (almost, I've fixed them here a new one comes out in a day or two that should have NO bugs visible). Requires nearly 16gb system RAM, a GPU with 12~16GB VRAM (doesn't have to be the most powerful, but the VRAM is important if you want high detail textures), and a decent CPU capable of running as much AI as you want.
You can see the progress blog, on it's 154th page as it's been going seemingly forever, at the following generally-safe-for-work link:
https://www.beamng.com/threads/a-new-city-map-los-injurus.57055/page-154
Hit the OVERVIEW button to access the official public resource page, but beware at a year old it has some compatibility issues present that are not present in the recent supporter releases (it should still load but signs and some road line texture will be broken in the older 2023 public release).
You can view the patreon for it here:

Becoming a patreon member / supporter will give you access to Release Candidate 2 and thus the most recent version with everything shown on the last few forum thread pages.
There will be a public version uploaded Christmas day or Christmas Eve, on an alternate server where all can access it, to off-load some bandwidth hogging to other sites.
There was a version set to release publicly last week, but between bugs and the game recently updating, doing so would have (per staff) taken down the entire mod server (resulting in backlash, bad reviews for me and especially the game, and the staff having to come to work to fix the server or just sit next to it, monitoring it 24/7 for a few days with a fire extinguisher at the ready). No, really, a mod that's 10x the size limit will tend to do that to the server. So for the sake of everyone the public update for Los Injurus will be here within two weeks following Christmas. Likely 1st or 2nd week of January.
Feel good in supporting this project as it's my main deal, this is what I do. What I earn is not nearly enough to support myself, but I am disabled and on a fixed income, and am active with a small church as a member and trustee. This is what I do with a majority of my time though, so if you just love to drive around and explore, this is definitely your ticket.
However, for those who cannot afford to support this, there will be a public version released soon, so do not fret if you've already spent yourself silly or 'just don't have it' for the holidays. Don't feel bad, I've been there, I totally get it and I totally support you, it's all good as not everyone is in a position with today's economy and might just be getting by or had a recent unplanned expense.
That said, there's far too many features to list, and not enough time to type them when I should be spending it making this project better. So I'm going to get back to that and tell you to just check it out. The most recent pages on the beamng forum thread have the most recent pictures. If you like what you see, come check it out, you won't be disappointed, and you WILL see why it has roughly three-quarter of a million downloads!
NOTE: Files downloaded off servers outside of BeamNG's official server may not always have the same name, so make sure you don't have more than one version of Los Injurus occupying your user mods folder at any time, or truly nasty goofy things can happen up-to and including crashing the crash simulator all the way to the desktop junkyard. Yeah you don't want that so just be cautious to only use ONE version at a time.
Also, to use high detail textures, you NEED a 12~16gb GPU or better, otherwise it will LAG and run very badly. It runs best in Vulkan render mode, too. Use medium textures on any 8gb, 10gb, or lower size GPU, or 'low' texture setting on 2~4gb models. If you get near the huge civilian airport and it LAGS near the tunnel, this is why and you need to lower the texture setting one notch and restart. If you run this on an iGPU, do not set higher than medium textures, and you might want to use LOW unless it's a really good / new fancy one or it could lag/crash etc.
A three minute load time for the FIRST load attempt is not uncommon, and it will appear stuck near 0% for most of this time and suddenly flash to 100% or nearly that and load up. That is what it takes my 5+ year old computer (it's old), but subsequent (non-first attempts) loading will only take around a minute or sometimes even less if you have a fancy new fast machine, and also won't look like it's 'stuck' loading either. Just a quirk, I suppose, and definitely a product of an absolutely monstrous game world you are about to enter.
I hope y'all have a great holiday and get all the material possessions you want, and get (more importantly) time to spend with family and food you enjoy the company of. Don't eat the in-laws though, it's frowned upon for some reason. *shrugs*
...And try not to get Christmas music poisoning from hearing it too often, either.
